Little is known about Justice Leader, but he is probably a just leader.
Justice Leader is a Headmaster who also transforms into a truck. He resembles Optimus Prime. When placed in a 1987 Headmaster the chest displays SPD 9, STR 9 and INT 9.
Other third party Transformers inspired by Optimus Prime include iGear's Faith Leader, Mastermind Creations Commander and Xovergen's Grand Patriot.
Development
A prototype of Justice Leader/Evil Commander was displayed at Cybertron Con 2010.[1]
An early prototype display of Justice Leader displayed him combined with Generation 1 Cerebros and holding Megashoton. Promotional photos of Justice Leader depicted him on Cerebros and Chromedome.
