Victor Hugo Gómez Vasquez is alleged to be a senior member of the Gulf Cartel.[1][2] Dominican Republic prosecutors suspect he was the mastermind behind the shooting of David Ortiz of the Boston Red Sox.[3] Ortiz was visiting his friend Sixto David Fernandez, they were visiting the Dial Bar and Lounge, in Santo Domingo, a bar where Fernandez was a regular.

The friends were dressed similarly, and authorities believe Ortiz was shot in a case of mistaken identity.[2][3] Authorities believe Vasquez offered the shooters $8,000.
