Joint Task Force Guantanamo ((JTF-GTMO) counter-terrorism analysts justified the continued detention of several dozen Guantanamo captives because they were believed to have stayed in Suspicious Kandahar guest houses.

In normal usage a guest house is a kind of small hotel or hostel, like a bed and breakfast. JTF-GTMO analysts routinely conflated the terms "guest house" and "safe house".
