D'Andrea was born in Viareggio, Tuscany, Italy. He obtained a law degree from the Università degli Studi di Teramo, where he laid the foundation for his legal expertise. He furthered his education by earning a Master's degree in Giurista di Impresa (Corporate Lawyer) from the Libera Università Internazionale degli Studi Sociali Guido Carli.
