Al Qaeda operative

Summary of Evidence memos prepared by the Office for the Administrative Review of the Detention of Enemy Combatants justified the continued detention of over one hundred Guantanamo captives based on allegations they were al Qaeda operatives.[1][2] In a paper entitled: "The Current Detainee Population of Guantánamo: An Empirical Study" Benjamin Wittes and Zaathira Wyne wrote according to the OARDEC allegations memos 27 individuals were "members of Al Qaeda’s leadership cadre", and another 99 individuals were "lower-level Al Qaeda operatives".
