In December 2012, William Albert Province faced charges over using waterboarding as corporal punishment in Jefferson City, Montana.[1] The waterboarding incident is alleged to have been observed on December 5, 2012, but Province wasn't arrested until December 18, when he returned from Alaska.

According to the Digital Journal when the woman who observed the waterboarding tried to intervene Province broke her wrist and two of her fingers.[1] Province is reported that he intended the waterboarding to serve as a "learning experience". An affadavit filed on December 5, 2012, says Province waterboarded four boys.. The affadavit said that Province owned body armor and several assault rifles and had said he was "ready to fight with law enforcement officials." The affadavit said that Province told one of his sons "when he gets back on Wednesday, he is going to the school, the Child Protective Services office, and the foster parent's house and he will take care of everything and everyone."
