Bart Bechtel, a former CIA operations officer, has been organizing annual Spy Cruise themed excursions.[1] According to Michelle Shephard, the Toronto Star's National Security commentator, Bechtel charters a cruise ship, and books senior former intelligence officials as featured guests, and the lure of a chance to talk to those former officials is what attracts the other passengers to the excursion.

Porter Goss and Michael Hayden, two former directors of the Central Intelligence Agency were the featured guests on Spy Cruise 2010.[1]
