'Dean Harvey Hicks is an American Aerospace engineer who received a 20 year sentence after being convicted for a series of bombings of Internal Revenue Service offices.[3][4][2] Hicks bombed multiple IRS offices, over three years. His bombs became more sophisticated. Hicks is said to have been the first bomb-maker to built his bombs' timers around Casio F91 digital watches.

Hicks confessed to the bombings on August 15, 1991.[3] He received a twenty year sentence on January 31, 1992, and was ordered to pay a total in $380,000 in fines and restitution.[5]

Hicks claimed he planned to set off the bombs in a way that would make a statement, without actually injuring anyone.[1]

In 2010, in an article looking back on Los Angeles' history of bombings, the LA Times noted one of Hick's failed bombings employed 2000 pounds of Ammonium Nitrate, and could have leveled an entire city block.[6]
