The Council of Worlds is an organization from the Transformers franchise, most notably versions of the Transformers: Generation 1 continuity. It is notable for being made up of Cybertronians from various planets and allegiances, as opposed to groups like later incarnations of the Autobot High Council, the Primal Council, or the Tripredacus Council which are made up of Cybertronians from a single faction.

In Transformers: Combiner Wars the Council of Worlds is made up of former Decepticon second-in-command Starscream, former Autobot leader Rodimus Prime, and former ruler of Caminus the Mistress of Flame. According to Menasor this group has seized the Enigma of Combination and now seeks to create an army of Combiners.
