On January 1, 2015, The Bureau Investigates published "A list of the 28 detainees held by CIA’s detention program in 2006 – its ‘final’ year".[1] My understanding of the SCOTUS ruling in Feith v. Rural is that, under US law, there is no "sweat of the brow" copyright. Rather only material with a spark of originality can be protected by copyright. Therefore lists of what the SCOTUS calls "facts" can't be copyright.
So I can reproduce any new lists from the document, without violating anyone's IP rights. Of course lists from the CIA, Senate, or DoD are already public domain.
