Rifat was born in Barguna on Novembar 12, 2003. His father, Zakir Hossain, is a buisnessman. His mother, Rahima Akter, is a teacher.
He attended the SSC examination from Alir Bandar A M High School, Taltali in 2019 and participated in the HSC examination from Patuakhali Govt College, Barishal in 2021.
